The PCA-Greif Containerboard Acquisition Changed Our Quality Checklist—Here's What I Learned

In mid-March 2025, I stood on our receiving dock and stared at a pallet of 48-inch containerboard rolls. The plastic wrap said PCA. The mill certificate still said Greif. One of our operators looked over and asked, 'Same inspection, right?'

I didn't answer as fast as I should have.

The PCA-Greif deal changed more than ownership

The PCA-Greif containerboard acquisition was announced in 2022. According to the Greif Inc. press release that covered the sale, the move made strategic sense: Greif would step away from containerboard and focus on the industrial packaging products it is best known for, while Packaging Corporation of America would fold those assets into its own integrated network.

From my side of the paperwork, the deal meant three new vendor codes, a new mill contact list, and a stack of certificates that didn't quite match the template we had used for years. Same grade of paper. Different owner. Different internal language.

The 7.8 percent moisture problem

The first roll we tested after the switch looked like the ones we had been buying for years. Basis weight came in at 42.1 lb/MSF, inside our +/- 2% tolerance. Caliper read 0.0084 inch. Fine. But moisture content was 7.8% against our target of 6.5%. We use the oven-dry method described in TAPPI T 412. The mill's certificate showed 7.6% and called it a pass because their acceptance range went up to 9.0%. Our spec said 6.0 to 7.0%. Same roll. Different verdict.

Moisture matters more than people think. A corrugated sheet made from wet linerboard loses flute shape and stacking strength. The customer doesn't see the moisture number; they see a crushed box or a failed compression test in their warehouse.

I quarantined the lot. The production manager argued that we should run the rolls and let the customer handle any claims. I reminded him of the 8,000 fiber drums we lost two years ago when the lining adhesive failed during a humidity test. He stopped arguing.

The rolls went back. The mill remanufactured them at their cost, and we lost about $22,000 in premium freight and production time. We also added a moisture tolerance clause to every supply contract. The next shipment came in at 6.7%.

Green bottles, posters, and a tote bag question

The same principle showed up in unrelated products a few weeks later. A customer sent us artwork for labels on a hypochlorous acid spray sold in a green bottle. The label stock passed the visual check. But after 72 hours in a sealed chamber with the bottle, the ink blistered. We switched to a chemical-resistant film and avoided a reorder that would have cost about $9,000.

Then there was a poster tube order. The client wanted 1,200 tubes for a Jane the Virgin poster collection. We matched the inner diameter to the poster roll, but we didn't verify the end-cap tolerance. The caps were 1 mm too large. By the time the shipment arrived, 800 poster edges were creased. The print was perfect. The packaging wasn't.

Around the same time, a customer asked us to produce a printed tote bag as a reusable mailer. Their first question: 'Can a tote bag be a carry-on?' I'm not an airline official, so I didn't answer. But the real point is that the question focuses on the wrong thing. The right question is what dimensions the bag must be and what load it has to handle. We made 500 totes at 15 x 16 x 6 inches with double-stitched handles. They passed a 10 kg pull test and a 50-use handling test. Whether any particular airline counts them as a carry-on is above my pay grade.

Verify, then trust

The PCA-Greif acquisition was the event that changed how I think about supplier transitions. It took me years and more rejected batches than I'd like to admit to understand that the most dangerous phrase in packaging is 'industry standard.' It's tempting to think a mill certificate is proof. It isn't. A quality program works only when the tolerance and the test method are written down and agreed to before the order ships.

In 2020, we might have run that 7.8% moisture roll and trusted the supplier's 'pass.' In 2025, that isn't possible. Markets consolidate, mills change hands, and the word 'partner' doesn't excuse a missing clause for rework costs. The fundamentals haven't changed—paper still needs to resist compression, labels still need to stick, poster tubes still need to protect their contents. But the execution has to be more rigorous.

So if you ever ask, 'Can a tote bag be a carry-on?' or look at a green bottle of hypochlorous acid spray and wonder if the label will survive, start with the dimensions, materials, and test methods. Verify, then trust. That's the lesson from the dock, the moisture lab, and the poster tube aisle.
